Are black people banned from Beijing bars during the Olympics?

That was the sound of my jaw dropping to the floor, rolling around, picking up some speed, catching the cat, making some cookies, and then jumping up and down on the couch. Listen to this report:
Bar owners near the Workers’ Stadium in central Beijing say they have been forced by Public Security Bureau officials to sign pledges agreeing not to let black people enter their premises.
“Uniformed Public Security Bureau officers came into the bar recently and told me not to serve black people or Mongolians,” said the co-owner of a western-style bar, who asked not to be named. - source
Nuh uh. They can’t be for real, can they? This IS 2008 last time I checked. I’m guessing this has got to be some kind of horrible hoax. What do you think?
